In 1994, after the North American Free Trade Agreement (NAFTA) was implemented, Ciudad Juárez and surrounding areas began to see a dramatic spike in the amount of violent murders committed against females, mostly Indigenous. These atrocities still continue today without any of the three participating countries willing to acknowledge responsibility or implement any human rights provisions to NAFTA.
The timing of this policy coincides as a dividing point among many Mexican families. A wide array of safety concerns kept families and loved ones from returning while others fled to the United States knowing they may never return.
